ABSTRACT:

This work is the research result of the teacher professional valuation in Goiás (1990-2015). We started from the assumption that the ideological, political and economic context determined the valorization conception promoted by the governments and with this we aimed to understand the valorization process of the teaching professional in Goiás state from the analysis of the official international, national and regional documents. The reasons for conducting this analysis were to join the framework of basic education teachers in Goiás and try to clarify what we have verified the neoliberal ideology to establish and remain institutionalized by international bodies such as the World Bank, UNESCO, Unicef and the public policies of Brazil, states and municipalities. With this foment a critical reflection about the valorization conception in this context. Thus, we began to ask: what would be the conception of the teachers professional valuation expressed in official documents? Still, is there an international economic influence, from a neoliberal perspective, on government programs undertaken in Brazil since the nineties? And what would be this valorization conception of the teacher in Goiás state? We proceed with the documentary analysis in order to understand the whole event to counteract it more effectively. It's notorious the international organizations and governments propaganda that there's a teachers professional valuation. However, the negative points or those that do not meet all humanistic longings are overshadowed by the persuasive discourses of the ideology of the impossibility of alternatives other than those proposed by the capitalist system. According to the results, we find that there's a brief appreciation of the teaching professional in Goiás, just as there is nationally and internationally, however in a non-materialized ideological dimension of the professional's life. There's a process of accountability, blaming, productivist management, vigilance, persecution, elements consistent with neoliberal ideology and what happens in productivist enterprises. Internationally, teacher training is considered as an element, a pathway for its valorization, however the State is not concerned with giving the proper conditions for this formation. It's evident the legislation needs to guarantee the teaching professional value and it's necessary to be careful to avoid any right to be amputated under any pretext.
