Abstract:

The work results from an investigation on how Education in the Unified Health System (SUS) guides the actions of Health Promotion in the Academy of Health Program (PAS). The objectives are: to analyze how the Health Academy Program is an element of Health Promotion and Education in SUS; identify, describe and ascertain their constituent links; understand and examine the documents regarding the basis of its creation and structuring; carry out the mapping and description of the current conditions of its implementation in the country; and analyze their theoretical bases, identifying their mediations with education. Trying to analyze carefully, carefully and committed to the object, avoiding what was immediately placed, seeking to understand its movement, essence, complexity, wholeness and history, the method of historical-dialectical materialism was chosen. In it, the analyzes are guided by the understanding that what is set in reality can only be understood, without risk of reductionism, through the understanding of the material relations that gave rise to it, observing in the object all its socio-historical dynamics, of the historical constraints that influence it. Contributing to the research, a documentary research of public health policies and ordinances on the Program was carried out and a bibliographic research in databases, magazine articles, dissertations and theses, among others. The results showed how much the Health Promotion actions lack educational practices based on the Collective Health paradigm, so as not to incur in reproducing health education activities based on the biomedical paradigm in PAS. The health education of PAS has its theoretical bases based on popular education, fundamental in the process of consolidation of the SUS.
