ABSTRACT:
The Municipal Councils of Education in Brazil represent possibilities for the development of democratic actions with a view to the improvement of the educational public policies, as their action in the search of the education quality. From this perspective, this research was conducted within the Education Postgraduate Program of the Federal University of Goiás - Jataí Regional (UFG), with the aim of analyzing the perspective of quality of education present in the actions of the Municipal Education Council of Rio Verde/Goiás (COMERV). The qualitative, bibliographic and documentary research was based on municipal legislation, as well as resolutions and minutes issued by the Rio Verde Municipal Education Council. Starting from a critical study regarding the WEC's performance and the quality of education, the analysis was supported by the perspective of historical-dialectical materialism. The temporal cut-off occurred from the creation of the WEC in 1997 until the year 2016. The theoretical basis was substantiated by the following authors: Cury (1996; 2001), Bordignon (2009), Lima (2009; 2010), Motta (1984), Shiroma (2005; 2007), Teixeira (2004), among others. The categories of analysis were: quality, participation and autonomy. The results showed that decision making always reaches the whole community and that the legislation is contradictory to reality. It was found that the autonomy of the council is weakened: despite having a budget and there is a selective process for the composition of its members, the council suffers from a lack of infrastructure, as it does not have its own building; The three-member list is chosen by the chief executive, compromising this democratic action. Another negative point is that the term of office of the Board coincides with that of the head of the executive branch, which is an unfavorable element in the performance of this board. All of these factors complicate autonomy and, consequently, participation as a practice of social democracy, reflecting negatively on the perspective of the social quality of education. In this sense, only the goodwill and knowledge of the counselors are not enough to break the paradigm of limited participation that was historically inherited in the constitution of CMEs in Brazil. For this reason, the importance of working the mobilizing and purposeful functions of the council with society is emphasized, so that together they can position themselves against situations that make the social quality of education impossible.
