ABSTRACT:

The Education Master dissertation is linked to the research line Educational Policies, Management and Teacher Training of the Education Postgraduate Program of the Federal University of Goiás, Jataí, integrating to the Research Center Teacher Training and Educational Practices (NUFOPE). The aim of investigation turned to a research on the Teaching Work in Early Childhood Education and the Municipal Education Plan (PME) of Goiânia Municipality, whose problematic investigates which goals and strategies that the PME (2015-2025) sets in relation the teaching work and what were the advances and setbacks of this plan, considering the PME (2004-2014) and the final PME document (2015-2025). Given this, the goal was to analyze the goals and strategies that the PME (2015-2025) set in relation to teaching work as well as the advances and setbacks of this plan considering the PME (2004-2014) and the PME final document (2015-2025). In this sense, an investigative way was traced to unveil the following specific questions: to analyze the teaching work in the kindergarten in the perspective of the educational public policies; describe and analyze the trajectory of the National Education Plan, State Education Plan for PMEs; to analyze the process of elaboration of the PME (2015-2025) and to compare the propositions concerning the teaching work of the plans of (2004-2014) and the final document of the PME (2015-2025). As for the methodological approach, it came from a predominantly qualitative study, based on a bibliographic and documentary analysis. The analysis of literature and documents took place from a critical conception, endorsed by historical-dialectical materialism. Based on the need to know and analyze the concept of work, teaching work, feminization and educational policies focused on teaching work, most studies were based on authors such as Basso (1998), Enguita (1991), Hypolyte (1997), Marx (1973, 1983, 1998). The constitution of teaching work in early childhood education and public educational policies were investigated from contributions of historical background of PNE, PEE and PME (2004-2014). The documentary analysis of the PME and its contributions, provided by the Municipal Education Forum (FME), comes from the analysis of minutes, conferences and municipal deliberations of 2014 and 2015. From this analysis, it was possible to understand that from the PME (2004-2014) until the PME final document (2015-2025), some progress was made on the structure of the plan and the presentation of the goals and strategies, making it more objective. Through the minutes of the PME, tensions were observed between its participants and the working groups. On the other hand, despite the incorporation of professional and social issues of great relevance to society, related to the professional valorization and the teacher's career plan, these were suppressed in the final document that was passed by the public hearing in the Chamber, when the strategies of the goals 15, 16, 17 and 18. With this, the reworking of the PME (2015-2025) went backwards, considering the specific goals of the teaching work and this movement was felt by a decade of precarious teacher work and made the disregard of public power in relation to education.
