ABSTRACT:
The present dissertation, linked to the research line “Culture; Teaching and Learning Processes”, had as its general aim to investigate public policies for the implantation of digital technologies in the public network and the specific goals were: to map scientific researches about ProInfo, published between 2007 and 2017, and investigate how ProInfo was implemented in Goiás. The research is theoretically supported by Almeida (2001), Moraes (2006), Kuenzer (2000), Bastos (2010) and Gatti, Barretto and André. (2011). Along those lines, in this research, we seek to answer the following question: Does ProInfo exist in the Goiás state? If so, how has it been implemented? To achieve these goals, we have developed a qualitative research. The methodological procedures consisted of bibliographic and documentary research. In the documentary research we approach official documents that regulate the national public policies and the inclusion of Information and Communication Technologies (TIC) in the Brazilian Basic Education. We structured the bibliographic research in two stages, namely, bibliographic survey and discussion, the latter carried out from the categories: school infrastructure; teacher training for TIC use; evaluation of ProInfo actions; discontinuity of public policies for the inclusion of technologies in elementary school. Research reports addressed in the twenty dissertations and one thesis reveal that ProInfo is relevant for the insertion of Digital Information and Communication Technologies (TDIC) in education, however, despite all investigations positively evaluate it in several aspects, point out Since in practice there are still gaps, the Program is hampered by inadequate and/or insufficient infrastructure, lack of adequate teacher training for the use of TICs, discontinuity of public policies and the need for periodic evaluation of ProInfo actions. The documentary research showed that in Goiás ProInfo was implemented in 1998 and, since then, the number of schools and municipalities served by the Program has increased. Therefore, we perceive ProInfo as an important social program to promote the pedagogical use of informatics in the Brazilian public basic education network. However, even with extensive investment, it does not fully achieve its objectives. The only condition imposed to receive Program resources is adherence to the Program, although municipalities are constitutionally required to apply resources in Basic Education, which does not mean that they will be applied in TDIC or in teacher training for their use. We conclude that ProInfo exists in the state of Goiás, has been implemented since December 1988. By mapping the surveys, we identified that ProInfo was considered a relevant program, but all investigations indicated that its goals were only partially completed. In 2018 all municipalities of the state of Goiás are served by ProInfo, however, we identified periods with gaps in public policies related to changes in government, not ensuring the administrative, material and pedagogical conditions for the consolidation of the program in the state. And we don't investigate how this service is given to the state, in general, and to each municipality that composes it, in particular.
