ABSTRACT:

PNAIC and basic education in JATAÍ-GO: what do the documents reveal? It's the result of undertaken research in studies of the Masters Education, linked to the Educational Policies, Management and Teacher Training Research Line of the Federal University of Goiás, Jataí Regional. The research investigated the educational public policy “National Pact for Literacy at the Right Age” (PNAIC), instituted by Law N. 12.801, of April 24, 2013, understood as the latest action focused on literacy. The general aim of this study was to analyze the changes occurred in the literacy of students of basic education, of the schools of the municipal school of Jataí-GO, from the adhesion and implantation of the PNAIC, provoking the following question: what the courses offered by the PNAIC have contributed concretely to the pedagogical practice of literacy teachers in Jataí-GO city? Therefore, it was necessary to investigate about this course of continuing education in service, in order to verify the real qualitative aims of integral formation of the subject, as well as the conception of quality inherent to this policy in view of its consequences and implications in the complex educational process. In this proposal for continuing education of the literacy teacher is present the singularity, specific characteristics, and the field of mediations, or rather, the field of particularity, which implies demands and consequences in the teaching and learning relationship carried out in the school and mediates the literacy teacher, with proposals, goals, training books, among others. This study was developed through qualitative, exploratory and documentary research carried out from data collected in the official documents of PNAIC and in the documents of adherence to the Pact, obtained through the Municipal Education Secretariat of Jataí-GO. For the theoretical discussion and data analysis, this researcher used as a theoretical contribution the methods Dialectical Historical Materialism and Historical-Critical Pedagogy. Studying PNAIC from this perspective has made it possible to understand it as a singularity in the educational context and to better understand how it expresses itself in the capitalist organization and its links with the social totality. The data analyzed reaffirm a reality already known to researchers in education: immeasurable funds are spent on discontinuous and fragmented programs, goals and actions, implemented without the participation of key stakeholders - students, parents, teachers and the community. Moreover, they show there have been changes in reading and writing proficiency levels, specifically in the schools of the municipal school system of Jataí-GO, according to the National Literacy Assessment (ANA), conducted in 2013 and 2014, regardless of whether or not schools have increased the rate of literacy teacher education through their participation in the PNAIC training groups, confirming literacy process cannot be leveled by the fact that each school has a unique reality.
